Commander Christopher D. Carter

Executive Officer

Commander Chris Carter is a native of St. Petersburg, Florida. He is a graduate of the University of Florida where he received a B.S. in Building Construction Management. He was commissioned through the NROTC program in December 1997 and designated an unrestricted Naval Aviator in April 1999 at the completion of Flight training at 8th FTS Vance AFB, Enid, OK and HT-8 NAS Whiting Field, Milton, FL.

CDR Carter completed his advanced flight training in the SH-60B Seahawk at HSL-40 and reported to the Proud Warriors of HSL-42. He completed assignments as Ground Safety Officer and Detachment Maintenance Officer deploying in USS San Jacinto (CG-56) with Harry S Truman Strike Group and USS Monterey (CG-61) with George Washington Strike Group. At HSL-42, CDR Carter qualified OOD Underway aboard USS Monterey.

In February 2003, CDR Carter reported to the Airwolves of HSL-40 as a flight instructor serving as the Student Control Officer, Curriculum Officer, Assistant Training Officer, Admin Officer and managed the COMHSLWL Night Vision Goggle flying program and NVG Nite Lab.

After completion of a successful instructor tour, CDR Carter reported to Naval Personnel Command (BUPERS) in Millington, TN as an Assistant Aviation Officer Community Manager, Initial Helicopter Shore Detailer, FNAEB coordinator, and PERS-43 NROTC Officer detailer. While in Millington he was awarded a M.S. in Operations Management from the University of Arkansas.

Following his tour at BUPERS, CDR Carter served as Flag Lieutenant to Commander, Strike Force Training Atlantic embarking in USS Harry S Truman, USS Enterprise and USS Kearsarge. In 2007 CDR Carter reported to the Naval War College and was awarded a M.A. in National Security and Strategic Studies and completed Joint Professor of Military Education (JPME) Phase I.

CDR Carter reported to the Vipers of HSL-48 in April 2009 and served as Officer-In-Charge Detachment Three embarked in USS Elrod (FFG 55) and HSL-48 Maintenance Officer. In 2011 he was selected as HSL-48 Officer of the Year and received the HSMWL Paulson Leadership award.

In December 2011 CDR Carter reported to United States Northern Command Future Operations Division (J35) as an Operational Planner and Crisis Action Team Lead. He was selected as the 2013 Field Grade Officer of the Year.

In January 2015 CDR Carter reported to USS John C. Stennis (CVN-74) as the Safety Officer.

CDR Carter currently serves as the Executive Officer and Associate Professor of Naval Science, Naval Reserve Officers Training Corps, University of Minnesota.  His personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Joint Commendation Medal, Navy Commendation Medal (five awards) and the Joint Achievement Medal. He resides in Minnesota with his wife and their two children.
